As India gears up for 5G spectrum auctions, there’s anticipation regarding the potential windfall for the government. However, experts caution against expecting a repeat of the frenzied bidding wars witnessed during 4G spectrum auctions. Here’s a closer look at the factors shaping the 5G auction landscape.

Delayed Auctions and Pricing Disputes

Scheduled to commence on July 26, 2022, 5G spectrum auctions have faced delays due to ongoing issues surrounding adjusted gross revenue (AGR) dues. Despite telecom giants like Reliance Jio, Airtel, and Vodafone Idea demonstrating readiness for 5G, pricing disputes have emerged as a significant hurdle. Telcos’ requests for substantial price cuts have been met with only moderate reductions by the government.

Government Revenue Imperatives

With fiscal deficits soaring and revenue targets under pressure, the government views spectrum auctions as a critical revenue source. However, the likelihood of replicating the massive earnings from 4G auctions appears slim given evolving spectrum usage policies and market dynamics.

Limited Bidding Enthusiasm

Analysts suggest that telcos are unlikely to engage in aggressive bidding, citing ample spectrum availability for existing operators. The absence of a compelling need, coupled with less-than-expected price cuts, diminishes the incentive for telcos to participate in bidding wars.

Private Networks and Competitive Dynamics

The government’s decision to permit private 5G networks has stirred concerns among telcos, who fear revenue dilution and increased competition. As enterprises explore deploying private networks, telcos face the prospect of losing potential 5G consumers to alternative service providers.

Spectrum Sharing and Liquidity Alleviation

TRAI’s consideration of relaxed spectrum sharing regulations offers telcos an avenue to optimize spectrum utilization and address liquidity concerns. However, while beneficial for operators, expanded spectrum sharing could reduce government auction proceeds.

Strategic Bidding Patterns

Analysts anticipate telcos to selectively bid for spectrum bands, prioritizing sub-GHz frequencies like 850MHz and 900MHz. Conversely, the pricier 600MHz and 700MHz bands may attract limited interest, reflecting telcos’ strategic allocation of resources.

Projected Auction Outcomes

Forecasts suggest that telcos may collectively bid for spectrum valued at ₹71,000 crore, marking a decline from the ₹78,000 crore garnered in 4G auctions. This projected reduction underscores the tempered enthusiasm surrounding 5G spectrum acquisition.
